Interestingly enough, allowing the sale of IPs will be the only way IPv6 will EVER happen. If the price of IPs gets to high, large ISPs and enterprises will make the switch. What is their current motivation? Altruism? heh. Fear of IPv4 depletion? not soon enough to be a business priority. A desire to follow the dictates of the IETF? please.
