None of the participants have any control or estimates over the traffic that is and will be passing through them. Yep. Traffic flows will just happen there. Forget capacity planning. You'd have a hard time finding ISP's interested in that.Maybe. Look at it the other way though, it's a business opportunity - you can make money by attracting as much area-destined external traffic as possible and handing it off to correct intra-area ISP for that subscriber. The more the better, it's a potential revenue source.
