Most DHCP servers are capable of assigning the same IP address to the same MAC address both with DHCPDISCOVER and DHCPREQUEST. It just needs the configuring party to want that. (with the caveat that somebody got to the address first, which is possible but unlikely) Since static ip addresses are considered a premium service, most providers opt towards approaches which make the IP address change more often.
