Does that make sense? I've heard the way the law works in some states: Contractor calls the dig coordinator center. DCD posts announcement via what amounts to a VPN to all folks with stuff underground. (was a tty loop years ago..) If Contractor digs without notice, they are dead meat. Potential victims go mark their stuff, or often a locator contractor does it. Contractor digs. If victim does not mark in time, or marking is wrong, contractor is off the hook. So if cables were {un, incorrectly-}marked, it could not be the diggers' fault.
