I believe Randy operates/provides the servers for more TLDs in the root
zone than any organization in the world, so I can understand why he is
being pedantic about the root zone file.

NSI is not changing the name servers for "." (root)

NSI is changing the name servers for some TLDs.

If you changed the name servers for .CA or .US, would those operators
send out a notice or just do it.

Since NSI has experienced at least one problem making this change in the
past, which caused a lot of traffic on NANOG; I think its commendable they
are now providing advance notice. If it will become a regular feature,
NSI may want to provide a pointer to a different place where NSI will
continue to provide the same information in the future instead of posting
it on NANOG.
