VLAN Management Tool

Do you folks have any experience with a practical VLAN management tool
that allows a user to centrally manage VLAN creation and configuration
for a multi-vendor environment?  (Juniper, Cisco, Extreme, etc)
Something that supports auto-discovery, Q-in-Q, good high level
visualization, etc.
