You pay more if you need > bigger address block.... also for Comcast and Cox (I believe) in the US and Verizon (I know) you aren't paying for 'ip addresses' but for 'management of/change-request-for ip addresses'... which is a scam since in any of these cases they update their 'radius' server (dhcp/radius/blah) once and everything's done. hurah!
