1) Expected to have above-average UNIX skills, above-average exposure to DNS (understanding SOAs, must have familiarity with dig, etc.), familiarity with HTTP (manual fetches/form queries, etc.), SSH and

and do not hire people who tote themselves as superior or "too proud to work in a NOC".
Then these people should have the title System Administrator (or something similar). Just because they work in a "NOC" doesn't mean they have to have NOC-anything in their title.

But for the type of NOC most people are describing- NOC-anything would be fine- it really doesn't matter. Some of those NOC people (The ones that want to learn) will move on to become SA's or NA's or whatever. Others will not, or do not want to, learn anything and will never move out of the NOC.
