Is this really phishing or just clever marketing to drive up spam numbers?

It clearly says at the bottom of the page that it is NOT affiliated with the University.

yeah that too.  and of course making money for a string of google ads
about various diploma mills that take up most of their website space
besides a short "article" on online degrees.
