If this causes migration to IPv6, well, so be it. I seriously doubt it, only thing I think would happen is that we would free up IPv4 space and it would live longer.
I'd love to see something like that (even better: charging by what you advertise).. but unfortunately, I don't think it'd happen, and if it did, I guess the main folks benefiting would be lawyers.. :)
