Hm.  I guess I never thought of them as being causally related.  And I 
remember the whole "portable/non-portable" issue as predating CIDR...  I 
(perhaps mistakenly) remember having had that argument with customers when 
we were still knocking Cs for them out of our service-provision Bs...
