I think i did not make myself clear. The corrections off-list are valid..:) However the modems are accessed by the providers using RFC1918 space and not public IP space. This is true it does not mean they are natting the users..however they are using large amounts of RFC1918 space to either save address space in general or save the costs associated with the additional address space they would consume if they did not use the RFC1918 space.
