I started noticing this exact behavior yesterday afternoon, normally I am able to pull things from microsoft.com at 500-900KB/s, but I'm down in the 50-100KB range now. I've run some traceroutes from my Cox uplink (which appears to be peering with Microsoft), and nothing seems out of place or 'odd'.
