By way of example, and to bring VoIP back into the discussion, Bristol (0117) 911 xxxx numbers all belong to Magrathea who appear to be the main VoIP-to-PSTN wholesaler for the UK. AFAIAA, Magrathea don't offer access to 112/999, but this is no great loss given that mobile phones are cheap, ubiqitous, and work pretty much everywhere in the UK.
