x86 PC with a gig-E, DS-3 and however many DS-1 PCI cards you need. Sangoma[0]
and SBE Inc.[1] both sell these (*BSD/Linux compatibility was a big selling
point for me).  You can even get a Soekris box with one of the Sangoma T1
cards pre-installed for you.

Imagestream (www.imagestream.com)routers may work for you as well. They are essentially x86 based and probably support a high number of T-1 cards. Electricity consumption is probably better with a lower power/lower heat PC motherboard than an off-the-shelf solution -- that'd be my guess.
