You sure it is an open peering point rather than a government mandated interconnection for (say) filtering or monitoring purposes, or to make the job of the incumbent telco there easier?

Just asking if anybody knows, as the exchange website doesnt seem to have any details beyond a looking glass and a password protected smoke ping page.
