I had an allocation from ARIN that wasn't big enough to renumber into (after telling them that I planned to do exactly that), and was told that I didn't need to, and wasn't expected to. Then when I came back for another allocation later, I was told I didn't qualify for a larger space (again, this second allocation still wouldn't be enough for me even to renumber into from the space I had the first time I went to them for an allocation).
