Unless the route server processed all routes (several providers
will do multihop EBGP over one extra hop) and delivered the
"finished" RIB back to the border routers.
Alternatively, the route server could wait for bogon routes to
appear, then reactively inject a null route with higher
local-pref... but having two RIB entries for every bogon prefix
doesn't sound terribly enticing.
Routers are good at forwarding, but not terribly flexible when it
comes to manipulating the RIB. Considering certain routers' lack
of CPU power, it becomes even more tempting to offload RIB
processing...
