RIPE NCC to allocate from 82.0.0.0/8

Subject: RIPE NCC to allocate from 82.0.0.0/8

As of Nov 23, 2002, 82.0.0.0/8 has been allocated to 
RIPE NCC by the IANA. In the near future, the RIPE NCC 
will begin making allocations from this /8.
