Do whatever you want by default, but let trusted/clueful people opt out of it and just get their IP datagrams from point A to point B. Once they've done that and I've got their signature on a contract that allows me to wield terrible punishment upon them if they violate it, then I'd be willing to move them to another network where they would be allowed unfettered access.
