Quite honestly the simple fix is to firewall all outbound port 25 connections from non-static IP assignments, and force them to use specific SMTP servers. It's possible then to have mail servers "detect" incoming spam from customers through their mail server farms by counting a number of messages in a given period of time, then take action. These "throw away accounts" you claim are usually simple residential products in which 99% of all customers don't send over 1000 messages within ten minutes.
