If wireless is too expensive or not possible due to the technology/laws, you might think about renting dark fiber from a non-RBOC type company. Also there is companies like Cogent who will sell you a 100Mb connection for $1000/month. In a large metropolitan area like Chicago, you should be able to pay much less than the monthly cost of a T3.
