Second, make that Third day of rolling blackouts

CAISO has announced that today's Stage 3 emergency will be extended
to 23:59 on January 19th, and that they expect load reduction programs,
including involuntary load reduction (otherwise known as rolling blackouts)
to take place tomorrow.
