MAE-West repair time line

Looking at the public mae-west looking-glasses, it appears mae-west 
returned to normal at about 2am PDT this morning.  Individual ISPs 
have been turning their peering sessions back on throughout the 
morning.  Traffic appears to be returning to previous levels.
