There are undelegated portions in each classfull range. For now the only 
active spaces for current delegation by the RIRs are in the historical "A" 
and "C" space.  With CIDR, a /16 grouping anywhere should be just fine.
Just over 54% of the total usable IPv4 space has been delegated.
