ISP/CO-LO Start-up...

For a couple of years now, I've been lurking on this list and have learned
some great things... and at times been very amused.  Now its time to ask a
few questions...

My company is starting an ISP/CO-LO to provide services to some of their
business units.  These business units provide everything from e-mail to web
services to their customers, public and private.  We have already ordered 4
DS-3's (I know, small time) with tier one providers and plan on setting up
BGP peering with each of them.  We already have an ASN and IP addresses.

What I would like to know, is if their are any good guidelines that we
should follow in getting all this cranked up.  I know some of you (if not
all) have experienced various issues in starting up an ISP and I would like
to draw on that knowledge to make sure we get it right the first time.  I'm
looking for information on everything from BGP to good business practices
from the technical side.
