ARIN Whois unreachable at 0220 MDT

It would seem that ARIN's whois server is not responding
as of 0220 MDT..   Traceroutes show *** after

dca1-core4-fa6-0-0.atlas.digex.net (165.117.16.4)

I don't know if thats the upstream side for ARIN or not.
