OPS: BGP spew from ASN 7374

ASN 7374 appears to be announcing most of the Internet through the CIX.
Could whoever their upstream provider is supposed to be, please contact
them.

Cisco: could we please have more config memory, so we can load access-lists
for even huge BGP peers?
