Performance problems between sprint and uunet?

Apologies for bothering the list, but we have had tickets open with
both parties without resolution.  For the last few weeks, we have been
seeing performance issues between sprint and uunet.  We have not been
able to determine anything which would be unique about our
configuration.  The symptoms are a 400ms latency between Sprint and
UUnet routers and a 25% packet loss.   An example trace fragment is:
