So why is it that of the six .us servers only 4 have the delegation:

Venera:
jp.co.pima.az.us nameserver = ns.Pima.GOV
jp.co.pima.az.us nameserver = Arizona.EDU
jp.co.pima.az.us nameserver = kappa.jp.co.pima.az.us

Excalibur:
jp.co.pima.az.us nameserver = ns.Pima.GOV
jp.co.pima.az.us nameserver = Arizona.EDU
jp.co.pima.az.us nameserver = kappa.jp.co.pima.az.us

Isi:
jp.co.pima.az.us nameserver = Arizona.EDU
jp.co.pima.az.us nameserver = kappa.jp.co.pima.az.us
jp.co.pima.az.us nameserver = ns.Pima.GOV

Adm:
jp.co.pima.az.us nameserver = ns.Pima.GOV
jp.co.pima.az.us nameserver = Arizona.EDU
jp.co.pima.az.us nameserver = kappa.jp.co.pima.az.us

RS0.INTERNIC.NET:
co.pima.AZ.US nameserver = ns.co.pima.AZ.US
co.pima.AZ.US nameserver = tophat.co.pima.AZ.US

NS.UU.NET:
co.pima.az.us nameserver = tophat.co.pima.az.us
co.pima.az.us nameserver = ns.co.pima.az.us

>pima.az.us does not appear to be delegated anymore.

>Other delegations (at least the short list I tested) do appear to be working.
