Their contract is already up.  They are on a provisional extension
(expiring in Sept 99) until ICANN/whatever can get up and running and take
over from them.  Of course, that's likely to take a long time, so NSI is
getting a de facto contract extension easily well into the spring.  

Spammers should be investigated by Ken Starr!
