William,

If I was forced to guess...I'd guess they are running
ATM-DXI on a HSSI interface.  Older Cisco IOS versions
exhibited similar behavior to what you are seeing below.
Traffic flowed fine, but traceroute traffic star'ed out all
the time.

HiNet network, we get timed out in the Sprint/HiNet link, as follows:

Line 8 is always like this and a customer of ours is complaining about it.
Is this a time out or congestion or something else?
