NAP building

Hi,

 I was tossing the idea around of building a local IXP in the San Diego 
 metropolitan area. But I have a lot of dumb questions to ask.

 I'd like to talk to someone who has built an IXP. If you would respond by
 private e-mail, I'd appreciate it.
