Merit Gated-IDRP-1.0 Release

Merit Network is pleased to announce the release of Merit
Gated-IDRP-1.0. This is our first stable (we hope), fully functional
IDRP release.

A 1.1 release providing additional policy langauage support
will follow shortly.
