Well, it sort of exists already.

	zanog - (south)Africa
	nanog - North America
	eof   - European
	apops - Asia/Pacific

	Leaving out South America (onlybecauseIdon'tknow)

The iepg list covers global coordination, at least from it's CCIRN
roots.
